In 1907 Jacksonville annexed neighboring unincorporated communities of San Felipe (now part ofCorpus Christi) and La Cantera (now part ofHouston). In 1930 Jacksonville annexed Collin County under an act known as "The Jackson Act." This was done because then-President Franklin D. Roosevelt had designated Collin County as part of New Deal Louisiana so that black Texans could gain access to government services unavailable to them otherwise. In 1954 local politician Leroy Hackney proposed a plan that would annex all but 13 miles (21 km) of Hudspeth County outside Jackson's municipal limits - effectively creating what became known as "Jacksonville National Park." Ultimately this proposal failed when voters turned against it in a referendum measuring public sentiment against annexation into what they saw as an expanding municipality without their input or consent. During Hurricane Ike in 2008–2009, about $5 million worth of damage was inflicted on downtownJacksonville by flooding caused by Hurricane Ike before finally being repaired two years later following community protests which included burning down tires used for emergency response efforts across town during those monthslong floods.
