Hutto, Texas is an unincorporated community in Hudspeth County, Texas, located about 12 miles (19 km) northeast of Austin. It was founded by the Hutto and Slaughter families in 1881. The Hutto post office was opened in 1883, and the townspeople built a store, school, and jail. In 1906, Hutto became a city. The first settlers in Hutto were the Slaughter family. John Slaughter had come from Missouri to find land for his family to farm. He met Fannie Hunt at a trading post near Lubbock he stopped at on his way to sell some of his property east of Austin to Daniel Boone Ford. The two men married on July 8, 1881; Fannie gave birth to their first child nine days later. John Slaughter started farming with his new wife and four children within six months of their marriage. By 1886 the slaughter family had acquired additional land including present-day Hutto Township,hall ranches scattered throughout eastern Hudspeth and Llano counties, as well as many other small holdings across central Texas In 1906 the city of Hutto was founded when David Waddell donated land which included what is now downtown Hutto along with several other blocks adjacent to it including what are now South First Street and East Third Street. At that time there were only two businesses in town: The Citizens Bank & Trust Company which operated out of Waddell's home on Second Street between Elm and Main Streets from 1906 until 1963 when it merged into Wells Fargo bank; and The Rutledge Hotel which functioned as both a hotel/motel as well as a meeting place for townspeople from 1907 until its closure in 1966 following fire damage done by vandals during an annual Independence Day parade As part of the original City Agreement dated January 3rd 1912 between Mayor Hufstedt (later Davis) Hirshhorn (D), Judge Auerbach (R), Clyde Cogburn (I), Purnell Henderson (C), George Kappler (GK), William Noland(WN) & Emmett Rankin(ER): "It is our understanding that all comers will be Welcome No Matter What Their Race or National Origin" minority business owners began opening up shop very early including African American Groceryman Jno McNeal who operated out of 5th & Lamar streets corner Store From 1916 through 1938 he also ran an ice cream parlor called “The scoop” open every day except Monday
