Hutto moved to Texas in 1878 and began trading goods with the Comanche Nation. In 1881, he organized a cattle drive that brought 120 head of Longhorn cattle west of the Big Horn Mountains to central Texas. In 1897, Hutto built a store and post office on Alabama Street in the town center. He also developed a fruit orchard and grains farm near the town square. In 1907, Hutto won an election as mayor of Hutto against incumbent J.M. McManus with 68 percent of the vote. That year, he also became one of the first residents of Austin when the city was founded on December 6th, 1906 by Mayor John Hancey and other civic leaders including Emmett Walsh (the future governor).
