The area around Huntsville was once a heavily forested region, and many times people were able to find Firearms Safety Instruction Classes (FASIC) to learn how to safely shoot handguns. In 1963, the first state law regulating handgun possession and use was passed in Texas. This law required that all handgun owners obtain a license from the state police department. This license allowed the owner to possess only rifles or shotguns that had been registered with the state government. However, this regulation did not apply to pistols as handguns were still considered “firearms” underTexas law at this time. In 1978, another state law passed which regulated handguns even further. This new law required gun owners to have a license and carry their weapon in order to purchase or possess any handgun within the state of Texas. This new regulation also created an exemption for individuals who could demonstrate financial need by owning two rifles or shotguns and one handgun each on their property when purchasing a pistol from a licensed dealer. However, this exemption did not apply if someone owned more than four handguns total at any given time. In 1990, yet another state regulation governing handguns became effective in Texas. This regulation regulates ammunition sales within statewide limits and requires purchasers to present an Identification Card when payment is made for ammunition purchases over $10 per round(the current limit). After these regulations became effective, it became common for Texans who wanted to purchase firearms outside of statewide limits (such as inside of Dallas County), or those who couldn’t meet requirements related to ammo ownership (like being unable own two rifles/guns), to do so through privately-owned stores rather than through licensed dealers. Huntsville, Texas is a city in and the county seat of Bowie County, Texas, United States. The population was 891 at the 2010 census. The first permanent European settlement in what is now Bowie County was made by French traders in 1795 when they founded Fort Donelson near present day Huntsville. The town site was chosen because it lay on an important trade route between New Orleans and Mexico City. The original name for Huntsville was White Sulphur Springs because of its abundant supplies of sulphuric acid used for manufacturing glass and other items. In 1859, John Witherspoon married Martha Hunt (the daughter of James Hogg) and moved to Huntsville with her from Decatur, Alabama where he had been elected justice of the peace. They opened a hotel called the First National Bank which became known as "The Queen." The city's first school was built in 1865 by Jno Pemberton, who served as superintendent until 1901 when Dick Richardson took office and built Baylor University's first building on Main Street across from City Hall (now part of UT Medical Center). Richardson also built a water tower that remains today as one of downtown Huntsville's most noticeable features
