In 1836, an act was passed in the Texas Congress that land east of the Rio Grande was to be designated as the future town of Austin. The area now known as Austin was part of this section and it took years for development to occur. In 1851, a post office called "Henderson" was established in what is now downtown Austin. In 1865, the first school in Austin opened its doors. The city grew rapidly and by 1870, it had a population of 25,000 people. In 1876, Congress approved the building of the Texas State Capitol inAustin and within two years, construction had begun on what is today’s Capitol Building. By 1880, Austin had become an important financial center with over 100 businesses operating in its downtown area. In 1912, voters pass a proposition creating the City of Austin public library system which began operations on October 1st that same year. Today's Central Library complex is located on Bagby Street near Interstate 35 south.
