Horizon City, Texas has a rich gun security history. It was one of the earliest towns in Texas to pass local gun laws, and its residents were among the first to own and carry firearms. In 1874, Horizon City passed an ordinance allowing citizens to keep handguns for self-defense only. This law inspired other Texans to follow suit and pass similar ordinances throughout the state. By 1900, gun ownership had reached such levels that it became necessary for city officials to issue permits for individuals to carry weapons outside of their homes. The city also passed an ordinance limiting public shootings to occasions when there was a major emergency or when all other means of communication had failed. This ordinance helped prevent mass shootings like those which took place in Austin during the 1970s and 1980s." In 1951, Horizon City passed another ordinance regulating handgun sales and use within the city limits. This ordinance was designed to help reduce crime by making it more difficult for criminals to purchase firearms without being detected." In 1988, Horizon City enacted an ordinance banning assault rifles with detachable magazines west of I-10." This ban helped reduce violent crime in downtown Wichita Falls during that time period." In less than two years, the town had grown to over 100 residents. By 1850, Horizon City had become a thriving center for trade and commerce in central Texas. In 1861, during the American Civil War, Horizon City was one of the few towns in Central Texas not to secede from the United States. It remained an official U.S. municipality until January 9, 1865 when it became part of Mexico after the Mexican Revolution came to an end.
