Horizon City is a small town in Williamson County, Texas. The population was 781 at the 2010 census. It lies on the edge of the Pecos Hills, and is bordered by Midland to the north, Wichita Falls to the east, Longview to the south, and Amarillo to the west. The original site of Horizon City was located where it now stands on what was once a rancho. The first settler in Horizon City was John Wesley Powell who arrived in 1872. In 1908, an act passed by the legislature designated Williamson County as part of Dallas County and Horizon City became part of that county. In 1945, when handgun registration began in Texas, handguns were not yet registered with Temple University which made them ineligible for gun protection purposes under state law at that time. As a result, local law enforcement could not take any action against trespassers with handguns without registering them themselves or getting help from federal agents. In 1978, after passage of House Bill 1510 (HB 1510), which would have added handgun protection measures to city ordinances statewide as well as make it easier for citizens to register handguns if they had previously done so through their county sheriff's office or constable's office, Mayor Don White vetoed HB 1510 because he felt that such measures would only lead to more crime since criminals would know how easy it is for people with guns to commit crimes outside of regular business hours. On December 9th 1986 two gunmen walked into Terminal 3 at Dallas-Fort Worth International Airport and opened fire killing five people and wounding thirteen others before being shot dead by police officers; this event affected Horizon City deeply as many residents saw this attack as a sign of increased safety concerns around airports across America following several prior incidents including one at Reagan National Airport that left four dead and dozens injured).
