The town grew rapidly due to its location, and in 1907 it became an incorporated community under the name of Hewitt- Creekville. On November 15, 1912, Hewitt made national headlines when it became the first town in Texas to become a state capital. In 1925, Hewitt-Creekville merged with nearby Kilgore to form the new city of Kilgore-Hewitt which remained an independent municipality until January 1, 2009 when it merged into Austin-Round Rock metropolitan area. The growth of Houston led to demand for goods and services from the surrounding rural communities, which led to development around Humble (later Pearl) Lake and other rural areas within easy reach of Houston proper. This pattern continued through population growth that reached 10% by 1975; however, during this time many of these rural areas were excluded fromHouston's burgeoning urban economy because they lacked access to necessary transportation or basic infrastructure such as water supplies or sewage systems. As a result, much of what is now known asHouston was developed over time without any input from the local residents who had helped create it! In 1988, Mayor Ron Kirkpatrick announced plans for development along Rice Road between Sam Houston Parkway and Buffalo Bayou; this plan quickly met opposition from residents along Rice Road who argued that their homes would be destroyed if development occurred near their homes. A public hearing was held in October 1988 where concerns about potential destruction were addressed; afterward, City Council voted 7-2 in favor of developing the land near Rice Road instead of destroying properties adjacent to it. The physical development associated with this decision has since involved construction of two parking garages and numerous retail buildings across Rice Road between Sam Houston Parkway and Buffalo Bayou; today these developments are known collectively as "Ron Kirkpatrick Boulevard." While some aspectsof our history have been positive - such as growing ranches which supported local farmers during times OFD was struggling - others have been more negative including social unrest associated with rapid population growth (+50%+ increase annually), displacement/losses suffered due to industrialization (+3M people moving into TX every 25 years), problems with water usage (+700K gallons per day used just by TX cities & suburbs vs 3 million gallon per day used before industrialization), environmental degradation brought on by unchecked oil production (+collapse & exodus of species including important bird populations), economic disadvantage experienced due to outsized competition from larger jurisdictions (eBay making TX 2nd most expensive state on earth while San Antonio becomes 5th largest city). While all aspectsof our past make us stronger overall - including being able to handle challenges posed by faster paced changes - we must continue working together towards shared goals so that future generations can enjoy similar successes!
