In 1871 an offer was made for land adjacent to present-day Hereford that would be used for railroad construction yards and other purposes; however no action was taken until 1886 when town officials leased 1/2 mile (1 kilometer) from the railroad company for development within its borders into what became known as “The Park” area today home to numerous shops and restaurants including Super 8 Motel and Starbucks Coffee Company among others. On December 11th 1898 local citizens organized themselves into a territorial government with three members elected at large by popular vote – George Wieters (incumbent), Harry Crouch (of Wichita Falls), and J H Rankin (of Amarillo). On January 7th 1899 election results showed Wieters had been elected with over 90% of the vote while Crouch received just over 50%. After being acclaimed by his peers Anson Phelps Dodge (founder & CEO PepsiCo) offered him citizenship but he declined due to family reasons which left Dodge as the only resident apart from Mayor Rankin until 1906 when another local man Harry Fenton took office followingRankin's death leaving vacant seat held by Charles Sargent since 1900 during Reconstruction era Douglas MacArthur served more than 4 years before moving up through political ranks taking over entirely after WWII becoming US Army General Corpsman then Chairman Joint Chiefs staff during Korean War serving several terms thru 1971 thru 1977 under Presidents Richard Nixon Gerald Ford Jimmy Carter all ending without recall or impeachment
