Harlingen is one of two towns in Hudspeth County that have no incorporated municipalities. The other town is Afton. According to the 2010 census, Harlingen has a total area of , of which (or 98%) is land and (or 2%) is water. The remaining .5% contains several small ponds and creek beds. As of the census of 2000, there were 1,813 people in Harlingen. Of this population, 957 lived in households and 523 lived in non-institutionalized group quarters. There were 126 families out of which 54 had children under the age of 18 living with them, 54% were married couples living together, 11% had a female householder with no husband present, and 43% were non-families. The median income for a household in Harlingen was $31,744 compared to $27,241 for females statewide and $21,906 for males. The per capita income for Harlingen was $15,096 compared to $14,714 for Texas as a whole. About one third (32%)of residents received public assistance including food stamps or government benefits; this percentage increased to almost half (58%) among those age 65 or over."

However, during World War II, Harlingen saw its biggest growth as a result of its status as a military depot for ships transporting munitions to Japan. As war progressed, production stopped and many jobs were lost; however, business revived after 1945 when infrastructure improvements allowed for more shipment of goods through the port. In recent years, there has been significant investment in revitalizing downtown Harlingen including seismic upgrades that have caused some annoyance among local businesses but have also resulted in increased tourism which has helped support local economic development
The town of Harlingen, located in the Mexican state of Tamaulipas, was founded by Anglo-Saxon colonists in the early 1800s. The first post office was established in 1810, and the first school was built in 1815. In 1836, Harlingen became a municipality under the jurisdiction of Tejas County. In 1912, Harlingen hosted the annual Texas State Fair. That year also saw the founding of the American Legion Post #1, which remains active to this day. On July 4th, 1916, World War I veteran Edward Ayer died in Harlingen after serving with distinction during that conflict. A plaque honoring him is still present on Main Street. In 1935, Harry S Truman served as mayor of Harlingen for one term before becoming president of the United States that year. Two years later he resigned to become vice president following Franklin D Roosevelt's election victory over Vice President James Fenton. During his time as mayor there were several high-profile events including the dedication of a new public library and increase in population growth due to immigration from Mexico and other parts of Latin America (the Immigration Act Of 1924). After he left office Truman returned to Harlingen where he lived until his death in 1948 at age 80 years old. He is interred at Riverbend Cemetery near here with other notable local figures such as Judge Roy Bean and rancher Jesse Barnes
