In 2013, Haltom City approved a $5 million bond issue to help improve infrastructure including resurfacing streets and sidewalks, building new parks and expanding job training opportunities for local residents throughTyler Economic Development Corporation (TEDC). TEDC will also develop blighted areas into mixed-use districts that will include offices/distributorships/, retail space/restaurants/, hotel rooms/condos/,and open space for public use. The project is expected to create up to 100 jobs over five years while beautifying Haltom City's streetscape and adding streetlights throughout the community.

It is located in Travis County on the west bank of the San Gabriel River, about 20 miles (32 km) south of Austin and 10 miles (16 km) north of Round Rock. The first recorded mention of Haltom City was in 1873 when it was called "Havelock". The name change may have been due to its location on a bend in the river and its similarity to Avalon, Newfoundland which had also recently been acquired by Mexico. In 1881, A.J. Beattie founded what would become Haltom City Oil Company with three wells - Havelock-4, Havelock-5 and Parkview-1 - providing oil for local streetlights until 1906 when an electric light company became operational and continued to supply lights until 1974 when all municipally-owned light companies were transitioned to private ownership. In 1907, JB Simons opened his first grocery store at 111 W 8th Ave., becoming one of the early pioneers in what would become known as “the grocery business” in Haltom City. Today’s Simons family continues that legacy by running one of Texas’ largest grocery stores chainwide with over 1,000 employees across nine locations throughout Central Texas including two attached warehouse facilities totaling more than 130,000 square feet (12 hectares).
