The incorporation occurred due to disagreements between Dallas and Austin over who would control municipal services within Wilson County including water supply and firefighting;Dallas wanted to annex much of Greenville while Austin wanted it to remain an independent municipality separate from Dallas. After annexation became official on January 3rd (), most of Downtown Greenville remained unincorporated because both cities had agreed not to compete for municipal services or share infrastructure such as sewers or roads
