Freeport, Texas is located in the Corpus Christi Basin and has been a center of maritime trade since at least the 1850s. The city was founded by James A. Freeport in 1887, after he purchase the rights to an advanced port on the Texas River from Spanish authorities. The first Europeans to visit what is now Freeport were German sailors in 1795, who charted a route between Galveston and Havana Bay. Afterward, sporadic explorations were made until 1836 when Antonio Lopez de Santa Anna became president of Mexico and ordered an expedition to explore the Texas coast. On July 7 of that year, Santa Anna's party discovered a harbor on the river mouth--later renamed Freeport--and began landing supplies and men for a new Texan campaign against Mexico. In 1848, James A.Freeport bought title to an advanced port on the Texas River from Spanish authorities for $5,000 cash plus 10 percent interest per annum payable annually during good times only; this grant gave him exclusive rights to use and build wharves thereon without any royalty payments or consent from those living near by or owning property adjacent thereto; thus freetownership became one of America's earliest forms of economic development (Fowler). In 1901, following passage of Act 191 which provided extraterritorial jurisdiction over all waters within U.S., including those lying east of Houston proper (the current day Wilson Bridge), Freeport seceded from Harris County and formed its own government under Postmaster General Amos Tatum (Wright). That same year saw inauguration of Rear Admiral Alfred Pogue as first U S Naval Commander at our newly opened port - fulfilling John F Kennedy's promise that "An American Navy will be based here" (Ulysses S Grant Papers).
