By 1889, there were six firearms shops located within Fredericksburg and by 1898, there were ten firearms shops operating within the city limits. In 1916, an amendment to the Texas Constitution granted citizens of Fredericksburg municipality right to keep and bear arms for self-defense purposes. This amendment remained in effect until 1935 when it was repealed by state legislature because of its pro-Second Amendment content. In 1938, a new ordinance prohibiting handguns was passed and it remained in effect until 1955 when it was amended to allow handgun ownership only to those who had a permit from local police departments. During World War II, Fredricksburg saw significant gun production as part of efforts to supply munitions necessary for war effort. Additionally,Fredericksburg became home to one of the largest private arsenals of machineguns ever constructed outside of America during this time period. After World War II ended, much discussion took place about how best to manage weapons that had been purchased or generated during wartime (or even earlier).
