Founded in 1881 as Forney and named for James W. Forney, a member of the Texas House of Representatives from Comanche County, Forney became an agricultural center during the late 19th century with large-scale cotton production and cattle exports. A post office was established at Forney in 1885, and by 1899 it had 2,000 residents. In 1907 a school district was organized and By 1920 there were 12 schools in the city limits serving a total population of 27,924 students. The cotton industry declined during World War II because of field work in other countries; however local manufacturing picked up after 1945 as oil exploration began to take hold throughout South Texas. The current form of government for City of Forney came into existence on November 1st 1969 when Mayor John Cisneros initiated a process that lead to annexation by Amarillo which then ratified by voters on December 15th 1969 This process included creation of an Atty General’s Office which handled all legal aspects including planning and zoning ordinances while also having relations with state agencies such as Health & Human Services Department (HHS) who offered funding for programs specific to Amarillo specifically within their jurisdiction . After annexation voting results were announced on January 3rd 1970 setting boundaries for 5 wards or districts Within City Limits these boundaries have remained unchanged since then Each ward has 8 Council Members with no Districts
