The influx of workers caused increased development around the local schools which were reorganized into portable classrooms in 1929. A new courthouse was built along Main Street between 1938 and 1941 which became known as "theModelO" because of its high quality materials and finishes. During World War II, most of the production at the refinery stopped but some continued until 1945 when it was closed down due to lack of resources

In 1881, the town's founders decided to change the name to Flower Mound because of all the plants that were found there. After some debate, they decided to build a courthouse and school there. The town's first mayor was Wm. H. Weir, who served from 1881-1885. In 1903, Flower Mound became an incorporated city and had its own police department. The city continued to exist until it merged with Uvalde County in 1995. According to the 2000 census, Flower Mound has a total area of 0.7 square miles (1 km2). Of this area, 0.5 square miles (1 km2) is land and 0.3 square miles (0.8 km2) is water
