In 1925, Fort Worth annexed Arlington Heights to form what would become known as Ennis. The annexation allowed for more shopping opportunities for residents in Fort Worth while also giving Arlington Heights more autonomy than if it had remained an separate city within Fort Worth limits. On November 5th, 1951 voters passed an ordinance annexing Menard County to the City of Fort Worth effective November 6th; this madeEnnis incorporation into the City effective from that day forward As part of efforts by Mayor Kenneth Baugh (D) to attract businesses and jobs outside the city limits he began working on creating areas for commerce within Ennis boundaries which included portions lying east of Interstate 10 including Midlothian Fields Shopping Center which opened in 2005 across from IHOP on Main Street In 2006 plans were put into place for another business development - Commerce Place which would consist of several buildings along Interstate 10 northbound between FM 1960 and IHOP Boulevard westbound near Walmart
