In 1967 when responsibility for government functions in Hudspeth County switched from countywide elected officials via commission form to direct representation by citizens through local districts,[6] control over municipal boundaries shifted from city halls to edinburgh business owners who maintained personal property rights therein rather than subjecting their real estate holdings directly to county taxation or laws governing other businesses within their jurisdictional limits—-a unique situation at the time which contributed greatly to continued political separation between these two municipalities even today albeit somewhat reluctantly bipartisan agreement exists among edinburgh officials regarding important common issues such as funding transportation projects etc.– largely because neither entity wishes create another potential source of conflict should one or both become too powerful or successful in challenging each other legally or politically without mutually agreed upon consequences (e.g., annexation into another neighboring municipality).
