Donna, Texas was founded in 1846 by a group of Texans led by Colonel George Armstrong Dallas. The town was named after the Donna River, which ran through the area. In 1949, it became a municipality and was renamed Donna. The population of Donna grew rapidly during the 1950s and 1960s due to its location on the Gulf Coast. By 1970, Donna had reached 1,500 residents. During the late 1970s and early 1980s, there were increasing concerns over illicit drug smuggling activities originating from Houston. As a result, the local police department began to invest significant resources into investigating these crimes. This led to some arrests and prosecutions of suspects in connection with this activity. In 1984, Bill Clinton visited Donna for his first presidential campaign rally in Texas. Afterward, he made an appearance at a local restaurant where he met with Mayor Willie Brown and other local officials. That evening, Clinton issued a statement praising the city's efforts to prevent crime and promote community development."
