The legislature agreed and changed the name to Del Rio on November 3, 1887. The first store opened in what is now downtown Del Rio on February 4, 1889 by Wm Hutton & Bros., souvenir merchants located along San Jacinto Avenue between historic Main Street and Pecan Street when it became a town platted July 8 of that year under charter from then–Governor Anson McKinney as an experiment in municipal government within a state which had yet to form its own government.
