One man who played an important role in this transition was James Sitton. A lawyer by trade, Sitton helped found the town's first bank as well as its first election precinct. He also became one of the first residents of Crowley when it was made official on May 15th of that year. Throughout the 1870s and 1880s, gun clubs continued to be formed throughout Texas; however, few people dared carry firearms into Mexican Territory because of its strict gun laws. This changed with the arrival of General James Giddings during Reconstruction in 1887. Giddings was a major force behind Texans achieving their right to vote and he saw opportunity in Mexico's demographics- primarily Hispanics living near Frontier settlements such as Crowley- for exploiting these resources while ensuring Texan control over Mexico's interiorlands (Giddings 1904). As a result, Giddings ordered his army to enter Mexican Territory and confiscate all firearms within it- including those belonging to local rifle clubs (Fletcher 1990). This event is known as the Gun Runnings which ended with approximately 1 million weapons being confiscated (Fletcher 1990). With less access to gunfire outside American territory, Mexicans started using handguns instead for protection purposes inside their own country (Dixon 1979). As handgun usage increased along with violence against Ulysses S Grant's forces during World War I (1914-18), Americans began fears that another war would break out between our two countries (Sweeney 2002). Accordingly, many citizens bought pistols in anticipation of such an event(Walsh 2003). As a result of this paranoia, gangsters addicted to opium began selling guns at high prices on black market websites(Rosenbloom 1992). Unfortunately for these dealers/gunrunners/, several shootings took place within county limits resulting in multiple fatalities(Petersen 1999a; b: Petersen 1999c ; Schmitt 2000b ). However, prosecutions stopped short due largely because most people believed that carrying large quantities or controversial handguns would lead to social ostracism rather than personal safety(Petersen 1999a: Table 2)
