On July 9, 1901, Crowley, Texas was founded by J.D. Crowley and his brother Geo.H. Crowley with the goal of developing a cattle town on the banks of the Brazos River in Central Texas. The community quickly grew and soon had its own post office, school system, and railroad station. In 1903, J.D.'s grandson John D. Crowley Jr., took over management of the town and continued to develop it until his death in 1948. Although some residents left for various reasons during the 1920s oil boom in Plains County (the city ofPlainsboro was founded nearby), most residents stuck around to enjoy all that Crowley had to offer: its beautiful riverfront landscape; eclectic architecture from traditional cedar-sided homes to modern concrete buildings; excellent fishing opportunities; good educational opportunities including two high schools and one college; a large shopping center with several dozen local businesses; and an active Hmong community who helped keep things alive until recently

In 2001 it adopted a Municipal Climate Change Action Plan that sets goals for reducing emissions from municipal buildings by 25% compared to 1990 levels by 2005; increasing recycling rates from 55% to 80%; developing new energy sources such as wind power; making large purchases of renewable energy products; expanding water conservation measures; and investing in public education about climate change. The city also launched its own environmental marketing campaign entitled "Crowley vs Dallas" which encourages residents to take steps to reduce their emissions statewide
