Grant in order to gain access to Indian Territory west of San Antonio which he wanted as part of his Oklahoma Purchase treaty with Mexico. In 1872, following the death penalty laws enacted by Gov. Sam Houston at the urging of United States Senator James Kenedy (D-TX), an ordinance passed by Mayor George Kessler declared that all criminals must be hanged until dead or released on parole or probation unless found guilty beyond a reasonable doubt thereof before a jury trial without benefit of counsel; thus began Houston's infamous kangaroo court system administeredviahangmen at intersections throughout downtown Houston during this period... In 1892–1893 two groups working independently organized an unsuccessful effort to build a railroads through Anahuac Pass between Corpus Christi and Galveston Island... By 1915 both coasts had been reached by regular intercity passenger trains; however local transportation persisted primarily via boat or wagons across Anahuac Pass... Houston annexed much eastern Galveston County in 1896 but did not annex more than 1/4th inch (1 mm) eastward from Brazos Bay because it would have cut off shipping opportunities around Port Arthur opposite Galveston Island... A new bridge over Brazos Bay was built jointly with Galveston Island trustees Charles Goodnight & Wm Hoggans just northofAnahuac Pass Railroad Cutoff Road between arriving cars & ferry landing @ first point....
