On December 1, 1902, the town of Converse incorporated and became a city with a population of 681. On February 14, 1907 the City of Converse annexed the Town of Spring Branch which had a population of 459 residents and 21 businesses. On May 5th 1912 citizens voted to secede from Travis County and form their own independent municipality called "Converse". The new municipality had a population of 906 residents and 26 businesses. The city government continued to be run by an mayor and five trustees who also served as Police Commissioners and Tax Collector(s).

Thompson and named for Dr. John Fenton Converse, a physician and educator from Kentucky. In 1915, the community annexed the town of Rocksville to its north and became one of its own municipalities. The population of Converse increased from 2,500 in 1900 to over 10,000 by 1925. The city prospered through World War II with an aluminum smelter being built within its boundaries. However, after the war ended the city's economic fortunes reversed as manufacturing declined in postwar America. By 1960, only 2 percent of the workforce remained employed within Converse limits while 40 percent lived outside its boundaries; its economy had failed to generate jobs for locals despite new development nearby that helped revive the area's commercial base.
