Although he never actually lived in Colleyville himself (he was born outside of Houston), James K Polk is credited with driving the town's growth while serving as its congressman from 1903 until his death in 1907. In addition, much credit for building up what is now Collin County goes to Colonel John Huggins who supervised development within the area between 1884-1887 while also being responsible for creating Collin County Courthouse which still stands today at 5th Street & Main Avenue downtown (just south of Park Row).

In addition, schools were established in Colleyville during this time period including Stonewall Jackson High School and Hermitage Baptist Church both opened in 1872. However, due to the economic conditions following Reconstruction Period there were few jobs available for black citizens so they often resorted to criminal activities or worked as sharecroppers with white landowners. In 1901, it was announced by President McKinley that all slaves within 3 miles of Fort Worth would be free effective January 1st of that year. This event caused great outcry from slave owners across Texas but also increased business opportunities for local black entrepreneurs who saw their opportunity to start their own businesses improve greatly because OF color now legally belonged to anyone without any property rights whatsoever!
