In 1851, it became part of nueces County and changed its name to Cleburne in honor of General Robert E. Lee's wife, Elizabeth Cleburne. The town developed around two cotton ginners' families who operated the first cotton gin in what is now Cleburne Township (in present-day Nueces County). The cotton ginners built their homes near the river for their work on the plantation below; they also raised horses and hogs there for their own use and those of their neighbors. By 1860, about fifty families had settled in what is now Cleburne Township; most were farmers or merchants who did some involved trade with Native Americans and Mexicans living along the river or nearby mountain ranges. In 1881–1882, a group of men led by Methodist Episcopal pastor Pomeroy Wills explored riverside settlements east of San Antonio before founding missions at Walnut Creek (later Austin) and Ixalan (now Pharr). They petitioned US President James K Polk to annex what are today Nueces and Bexar counties into Texas so that these new counties would have local representation in state government instead of being apportioned among Texas’ thirteen Mexican-American districts which were not under full federal jurisdiction because they lay within Mexican territory ceded by Mexico after its war with Spain Wills died before he could carry out his proposal but others followed his example and similar petitions were sent throughout Texas until finally on January 6, 1907 when US Congressman George Hearn introduced legislation proposed by then Senator Orville Wright that would annex all Mexican American lands north of Galveston Bay into Texans’ newly created state: New Mexico Territory .
