But the small community has also been home to some of the most notorious criminals in the Lone Star State. Since 1978, Cedar Park has had a police department made up entirely of officers who were hired specifically because they were convicted of crimes. This practice was called "positioning," and it allowed law enforcement officers to work closely with those they were arresting or prosecuting as part of their investigation. The problem became increasingly apparent when these same officers began to be used by prosecutors to influence grand jury decisions. In addition, many of theseofficers had criminal records that could have drawn attention from potential employers or neighbors if they had applied for jobs in other communities. In 2009, Communities United for Change (CUC), an organization formed out of response to the police department's unethical practices, filed a complaint with the Texas Commission on Law Enforcement Standards (TCLES). CUC alleged that positions within the Cedar Park Police Department had been created through position-taking and bribery processes, and that officer salaries were based primarily on whether they had convictions from previous jobs. The TCLES agreed to investigate but did not fire anyof the officers involved. Instead, it recommended that changes be made so that no officer would be given a job without first passing an ethics examand being subject to annual review.
