Brownwood's history with firearms goes back to the Depression era. When weapons were much moreexpensive, people in the town pooled their money to buy guns and ammunition. As gun sales increased, so did purchasing power of those in town. In 1933, citizens voted to create a city government and pass an ordinance that required all handguns be registered with the city clerk. This ordinance helped increase gun ownership among Brownwood residents and preserved its Second Amendment rights. In 1938, Brownwood passed an ordinance that prohibited carrying firearms openly on public streets or in open containers without first obtaining a permit from the police department. The ban was repealed two years later by a vote of 7-2. In 1951, Brownwood voters approved an ordinance allowing for concealed carry of handguns in unincorporated areas subject to permits from the county sheriff or his deputies. This law became effective July 1, 1952 On May 2nd, 1958, Jerry Neely opened fire on a group of farmers near Fulshear Dam while they were holding a protest against water rates set by then- Mayor Harvey Capps. In 1930, Mrs. Harry Fenton moved into this house and it served as her official residence until her death in 1951. Mrs. Fenton is buried at Green Cemetery in Brownwood. The first school in Brownwood was opened in 1881 by John Aiken and his students from neighboring Cedar Creek School District #2. The first teacher, Mr. Cook, taught for one year before leaving to open his own school. In 1893, future Governor of Texas James Varnum decided to build a new state capitol at Austin and sent an appropriation request to the General Assembly for funds to buy land for the capitol complex that would include a blockhouse containing artillery pieces and two years later legislation authorizes Construction of Capitol Building No 1 on State Capitol Grounds began with only $3,000 being available for its completion which included 2 live oak trees donated by Lady Bird Johnson In 1896-97 three more teachers were hired who taught at various schools along Main Street including: Lamar High School (1898), Armstrong County Normal School (1900), and FM 1492 Elementary School (1901). The town's first post office was established on October 12th, 1902 with Wm T Dixon delivering mail from his farm north of town via a teamster’s cart across what is now US 290 East between Brownsville Rd./Highway 183 West and Old Hwy 210 West/Brownsville Rd./US 290 East Governor James Varnum dedicated Capitol Building No 2 on November 9th 1906 which housed both Governmental Offices including House & Senate Chamber with an additional wing housing Executive Offices such as Registry Office & Printing Office the cost for this addition was $15,000 . This building also housed Heaton Drug Store where Mayor JB Woodland served as Vice President during World War I . On January 1st 1913 Govt Annexation Act becomes effective creating Brownsville County so capital expenses associated therewith become Federal Money

In 1854, Brownwood purchased land east of the Brazos River from the Mexican government and began to build a new town. The first buildings were erected in what is now the downtown area. Brownwood quickly became one of the most important towns in Texas and was known for its fine schools, manufacturing plants, churches, and businesses. The town also hosted annual fairs which attracted people from all over Texas. By 1909, Brownwood had grown so large that it incorporated as a city.
