This period also saw significant development in both education and professional life for Texans living in Brownsville; many prominent Texans such as former governor Ann Richards were born here or grew up hereabouts. In 1960, municipal government was transferred from Zapopan to Brownsville through an act passed by then-Governor John Connally with support from then-President Lyndon Johnson because Zapopan had become too much like Juárez City – a notoriously corrupt municipality run by political insiders rather than elected officials with regulatory authority over their citizens – while Brownstown had failed to develop its potential as a center for industry or commerce despite being one of Veracruz's most prosperous municipalities. As part of efforts led by Mayor Richard Drennan to revive downtown Brownsville throughout the 1990s and 2000s, public works projects such as sidewalks and streetlights along Commerce Street were completed; new businesses have opened up around Downtown since then promoting economic redevelopment adjacent to arterial streets near various shopping malls across Interstate 10 within walking distance for residents and commuters alike.
