In 1860 incumbent Mayor James Kellar moved City Hall from Spring Branch to what is now Baytown due to rapid growth in the area around that time period; this event helped spur development in what would become one of Houston's most affluent neighborhoods today - Montrose Park/Baytown Heights - which was then still rural farmland with few homes other than farmsteads and barns before streetcar lines began running through those areas in 1895 en route from downtownHouston direct to Montrose Park/BayTown Heights! The first post office opened in Baytown on December 12th 1870; it closed on January 3rd 1880 due to lack of customers! The first store opened for business in this new community was run by Jno Hogg & Co.; it sold groceries! A blacksmith shop operated out of a jail cell until 1898 when local white citizens donated a building for that purpose which still stands today across Main Street from JR’s Chinese Restaurant! It wasn’t until 1903 when Wm Dennison started operating his own grocery store here – one of only four such stores open at that time in Harrisburg Township – becoming anchor tenant for many years before going out of business circa 1951! baytime magazine has called him “the father of modern American grocery stores” along with Sam Walton who incorporated Wal-Mart Stores Inc., headquartered here since 1962
