The history of Bay City began with two brothers who founded the town on the banks of the bayou Brazos River about eighteen miles (29 km) east of downtown Austin on October 21st, 1876. The name "Bayless" has been perpetuated because one brother contributed five dollars towards building anything in town- including a store and post office- while another helped finance construction of a jail and schoolhouse. The original site for Bay City was within present day Midland County but it was moved to its current location when that county was organized on December 15th, 1907 as part of the larger Austin–Midland area designated by Congress as part of efforts to create a central government for all Texans under consideration during the Great War effort. In 1916, BayCity became an incorporated municipality; however, annexation requests from some neighboring counties continued until 1966 when all but 1/4 of Midland County became part of Bay City proper – although portions still include unincorporated areas near downtown which continue to be governed by traditional mayor/council formality protocols governing small towns and rural counties throughout Texas).
Bay City was first settled in 1836 by the Stephens family. It became a county seat in 1851 and was named for Bay City, Michigan, where the Stephens family had come from. The town growth accelerated during the 19th century due to its location at a crossroads of two important railroad lines. In 1893 it became an incorporated city.
