On December 3 of that year, the rifle club organized a shoot at White Sands Arsenal in New Mexico. The following year, the rifle club organized their first annual meeting. There were six members who attended this meeting. The next year, there were eleven members who attended the meeting. In 1893, the bay city rifle and pistol club formed a partnership with the Amarillo Rifle and Pistol Club to hold shoots together. They also organized their first annual meeting which had twelve members attend. In 1896-97, membership in the bay city rifle and pistol club increased to thirteen when two new members joined: John Hatton from Amarillo and Harry Weller from Wichita Falls. That same year they also held their second annual meeting which had fifteen members attend including future president William Hoadley III from Dallas Texas). It is reported that on November 26th 1897 an amendment to the Texas State Constitution was passed by referendum with a three-quarters majority vote legalizing open carry of handguns statewide (the amendment allowed Open Carry of Handguns by those over 21 years old without a permit)). This event marks what is considered as Bay City’s incorporation into Texas politics as it became one of its most important cities after becoming an independent state

Bay City, Texas is a small town located in Cameron County, Texas. The population was 2,814 at the 2000 census. Bay City is the county seat of Cameron County. It is also the largest city in and the most populous municipality within Cameron County. The current form of government for Bay City was adopted on November 3, 1913 when it incorporated as a city by an act of the state legislature. The first Europeans to arrive in what is now Bay City were Spanish explorers who sighted it on July 26, 1795 while exploring what became Mexico-Texas territory. A post office was established at Bay City on October 1, 1821. A railroad built through bay city gave prosperity to the town and its industries during the early years of its existence; however, after railroads arrived in other parts of Texas and country east of San Antonio began to mushroom during the late 19th century, bay city's economic fortunes declined rapidly until World War I brought about a new era for growth and development in bay city. In 1915 bay city became one of ninety towns designated by then-Governor James Fenton as sites for "large industrial plants" authorized under his New Deal programs designed to stimulate recovery from World War I yards that had been destroyed or closed due to wartime competition with Europe and America's allies (the United States). These plants included shipyards and armories which produced ammunition, ships' fittings, aircraft wings and fuel tanks for American warplanes stationed abroad; these factories employed over 50% of all workers in bay cities across Texas during those years before they closed many times during peacetime because production shifted to more accessible locales such as Houston or Dallas during World War II without any corresponding impact on employment levels withinbay cities themselves.
