Bay City, Texas is a small city in the U.S. state of Texas and the seat of Randall County. The population was 9,551 at the 2010 census. It is located on the Arkansas River in east-central Travis County, about south of Austin and east of Dallas. The area that would become Bay City was first settled by Native Americans in the late 18th century as part of the Wichita Nation. By 1830, it had been annexed by East Texas Railroad Company, which created a landowning class among its citizens. In 1881, Bay City became an independent municipality under the name "Randall County," named for General Hernando De Soto's forces who destroyed Mexican independence bids during his expedition to Texan independence in 1836. In 1907, Bay City incorporated as a city and adopted a new form of government known as "Councilman Government." The Councilman System allowed residents more direct representation within city government while still remaining dependent on popular vote to make decisions affecting all aspects of life within their community. This system continued until 1975 when voters passed an amendment toCity Code establishing an elected Mayor instead of Councilmembers with mayor serving two year terms with no possibility for re-election after one term
Bay City, Texas was founded in 1836 on the banks of the Brazos River. The settlement was named for John Bayly, a landowner and congressman from Kentucky who donated $1,000 to help found the town. The first settler in Bay City was Captain James Hogg, who arrived in 1839. By 1840, Bay City had a population of about 400 people. In 1840, Mayor Robert Peel built the first school in Bay City. In 1847, Bay City became one of the thirteen original towns in Johnston County. By 1850, Bay City had a population of about 1,500 people. In 1857, Governor Sam Houston appointed Captain William Bate as the first postmaster for Bay City. In 1861-1862, BayCity served as the capital of Johnston County under Governor George Stephens. On December 12th 1862, General Edmund Kirby Smith's Confederate army burned down most of downtownBayCity after driving out Union forces during Operation Market Garden
