Pepper spray, also known as Mace or Can Pepper Spray, is a type of self-defense weapon used by law enforcement and civilians in the United States. As a result, four people were injured and one person died from pepper spray inhalation. On November 4, 1992, Austin police officers used pepper spray against demonstrators during a peace march down Interstate 35W in downtown Austin after nightfall. Two people were reported injured; one sustained minor injuries while the other was treated for serious facial injuries requiring surgery. The use of pepper spray as part of police strategy became more common throughout the 1990s as protesters began using homemade tear gas grenades instead of purchasing official cans of pepper sprays from safety stores beginning in 1995. In 2001, Mayor Annise Parker authorized the deployment of 1,500 military-grade mannequins wearing full body armor to simulateautomatic gunfire at major events such as NBA games when appropriate public health risks could not be addressed with live ammunition

By 1840, about 60% of Texans lived in British Columbia or East Texas; only 10% lived in what are now Travis and Williamson counties. In 1845, General James Kody Polk sent 1st Lieutenant John Hogg into central TX with orders to explore potential sites for a new capital city – this included finding a site for what is now downtown Austin – but no action was taken until Polk's presidency when Interior Secretary Jesse Barnes allocated land near Bastrop to be used as Geary Boulevard/First National Bank Building – thus creating "the most important development event in our history". In October 1850 Congress passed an act authorizing Stephen Farragut to build Fort Brown at San Marcos River crossing on Matagorda Bayou northward from Corpus Christi so US forces could use Mexican ports for shipping supplies during their war with Mexico (1846-48). This event helped create Anglo Texans who were hostile towards Mexicans while helping create economic opportunities around Burnet Street Spit where many early families began their lives: "The old courthouse square [is] bounded by Western Addison Street on the south side...to Oak Cliff Avenue on the east...and Burnet Street between First Avenue and Elm Streets." Construction continued throughout much of ensuing decades due both to financial reasons (west coast demand grew faster than eastern) and because there was little available land outside metropolitan areas across North America due primarily to Manifest Destiny policies promoted by President Ulysses S Grant following his Kansas–Nebraska War via his Executive Order No.— 16066 which mandated all newly acquired public lands westward be developed into farms or townships according to criteria established including population density On November 6th 1976 Hurricane Stephanie struck Downtown Austin just before midnight causing significant damage including toppling several trees along Congress Ave., roofing off some businesses including Sears & Roebuck & Co., power outages throughout downtown including portions of 3rd Ward (& parts beyond), plowing snowmobile trails leading out onto I-35W & MLK Jr Blvd., widespread water damage across neighborhoods west & south of Downtown with estimated totals over $100 million Austin experienced its worst natural disaster since 1900 when more than 500 homes were destroyed or damaged along Congressional Ave., Main St./Emmett Rd./Blanco Rd./Kingwood Rd./Virginia Cir., 2nd Ward/New Albany Rd./Addison Dr., Birdman Rd./Henderson Mill Creek etc.; total human death toll reached 69+ .
