In 1923, Athens City Council passed an ordinance allowing for the construction of paved streets within the city limits; this led to increased development north of Main Street because residents could now easily get around without having to walk or bike across a muddy street filled with potholes. In 1930-1931, Mayor John Schieffer ordered all public works in downtown Athens be stopped because he felt that it was causing too much traffic congestion on main streets near City Hall; this order had a significant impact on growth north of Main Street as businesses built new buildings near where they currently sit today thanks in part toMayor Schieffer's orders (and also government subsidies). During World War II (1941-1945), many businesses closed down due to wartime rationing which impacted economic activity overall in Athens but also nearby towns such as Mckinney and Georgetown; however, most business owners were able to come back after the war ended with some limited damage done by enemy fire bombings raids throughout downtown area during 1945-1946 which caused some stores caught up in flames but quickly rebuilt - something that has not happened since then!
