The history of Athens can be traced back to 1827 when John Troup founded a cotton plantation in what is now northcentral Harris County. From his initial crop of 2200 acres, Troup built up his business into a large cotton producer that produced over 10 million pounds of cloth per year by 1853. In 1865, following the collapse of Reconstruction in America following the American Civil War ended with Confederate victory over Union forces at Appomattox Courthouse, many black Americans fled southward looking for new opportunities and homes. Many of these refugees landed on Troup’s property which he had purchased from Andrew Johnson after he was elected president in 1868. This purchase marked the beginning of an era where white Texans began invest money in developing rural areas east of Houston – something that would continue throughout the remainder of Austin’s history as businesses developed along University Avenue (now I-35) while African Americans continued to live primarily among themselves until after World War II when they were integrated intoAustin society through legislation sponsored by Governor Robert Kerr

A streetcar line was built through downtown Athens in 1915 and it soon became one of the most popular transportation options in town. The popularity of streetcars allowed for more shopping opportunities within walking distance from downtown while also providing access to other parts of town not served by MUDs or buses. In 1916-1917 an extensive renovation project took place at City Hall which included new roofs and windows as well as nearly all existing walls inside and outside the building including those inside the courtyard. This project cost $4 million dollars and was completed two years later on December 15th 1917 In 1935-1936 an extensive remodeling project took place at City Hall which included new roofs and windows as well as nearly all existing walls inside and outside the building including those inside the courtyard The result was what is still considered one of its most significant achievements in terms of architecture – City Hall has undergone a series of expansions that have tripled its size since its original construction in 1925 Since annexation into Arlington County in 1987, talks about tearing down City Hall have been increasing but there seems no imminent decision on whether or not it will be razed
