In 1902, a post office was established at Andrews and mail service began to it from neighboring Dallas. In 1907, a group of men organized by Jepson bought land east of downtown Andrews for $5 per acre (2 km²). Development began immediately with two schools – North Central High School (now North Central Elementary School) opened in 1908 and Southwestern Academy (now Southwestern Junior College), which became one of the largest junior colleges west of Fort Worth when it opened its doors in 1909. A hospital was built on what is now Westheimer Boulevard betweenMagnolia Avenue and I-20W just north of campus; it was called Oakwood Hospital until 1914 when it became University Park Hospital due to its location near Rice University within city limits but outside county limits. In 1911, city limits were extended to include all that now makes up Humble Township including much of what is now Andrews except for some land situated inside City Limits on FM 1960 just south of I-20W which reverted back to County jurisdiction following separate incorporation as part of Humble Township by an act passed by the Texas Legislature on January 9th 1912 Over time other towns removed themselves from municipal control with only Humble Township remaining municipally self sufficient through taxation alone while other portions annexed into larger municipalities or incorporated into larger counties
