When he was just five years old his family moved to Wichita Falls where he attended public schools before enrolling at Kipling High School in 1911 for three years starting as a sophomore then continuing for one year as a junior before transferring to Pembroke Normal School which he finished in 1915 where he became editor-in-chief of The Daily Northwestern which later becameThe Wichita Eagle with an circulation of over 10 thousand copies per week when it merged withKipling’s Weekly Herald on May 2nd 1922 Rice had always been interested in journalism but never pursued a career while attending college due to financial constraints; however when World War I broke out he enlisted into Company H (3rd Infantry Regiment) 1st battalion 3rd Cavalry Regiment on August 8th 1917 He served overseas from November 1917 until April 1918 including two months as brigade chief engineer attached to XXVII Corps near Arras After returning home he resumed his studies at Pembroke Normal School graduating cum laude with a degree magna cum laude in 1919 He then worked briefly for Hutchinson Newspapers before starting his own paper chain beginning withThe Wichita Eagle on January 1st 1920 . At first it was only tabloid size papers but soon started publishing large papers such asThe Wichita Globe which had a circulation of 100 thousand copies per week by 1924 However soon after that success came another slump due mainly to bond market crashes throughout 1929-1930 . However following stockmarket stabilization rice restarted publication of large papers again . First beingAnchor Bay Paper published weekly from 1931 through 1935 followed by Radar magazine published biweekly from 1936 through 1939 In 1941 Rice sold all his interests except Radar magazine leaving him sole proprietor ofAnchor Bay Paper which continued publication until 1951
