In 1916 Mayor John Bigham suggested that citizens plant a new downtown square near State Capitol Square – now Old Main Street – because there were no squares or open spaces within walking distance from most businesses in downtownAbilene like they did today. On December 5th Mayor Bigham presented a resolution asking City Council to erect such a square using $1 per yard raised through private donations from citizens during January 22nd thru February 5th 1916 ($ ). A committee composed of five Citizens met on January 9th 1916 and decided unanimously that it would be best if an outdoor plaza were erected adjacent to Old Main Street between 1st and 2nd Streets as proposed by Mayor Bigham and also dedicated with public speeches by various Municipal Officials followed by entertainment provided by local bandshells located at 1st & 2nd Streets after dark on special nights only….On February 6th 1916 City Council passed Resolution asking for approval to erect Plaza… Approved…..On March 12th 1916 Obedience Hall built……..There ensued wild enthusiasm among both Citizens and Municipality over this fine example of civic cooperation early in our history hereabouts
