In 2000, however, major changes occurred when Mayor John Connolly announced plans for redevelopment of downtown Springfield which would include construction of a new shopping mall as well as other public projects such as reconstructing sidewalks and streetlights. This announcement quickly sparked protests from community members who felt that their neighborhoods were being targeted for development while they languished behind bars or without basic services such as water supplies or infrastructure improvements.
