Portland, Tennessee is a small town located in the mountainous region of Middle Tennessee. The population was 3,814 at the 2010 census. It is part of the Knoxville metropolitan area and is adjacent to Chattanooga, TN. The first European settlement in what would become Portland was made on November 12, 1795 by Captain James Cook when he and his crew arrived on HMS Endeavour off the coast of Cape Disappointment. In 1820, Mayor Isaac Norris organized a group of citizens to purchase 1,500 acres (500 ha) east of downtown for $3 per acre ($1/ha). This land became known as Norris Farmstead because it served as the nucleus for what would become Portland. In 1830, Portland became an incorporated municipality with a population of 607 people under its jurisdiction; it included all or parts of twenty-one townships within Knox County at that time. It wasn’t until 1851 that Portland began receiving cityhood status with a population exceeding 1,000 people—the first city in Tennessee to do so since Clarksville had been chartered in 1796 as the county seat forKnox County. At this point its boundaries extended eastward past downtown into unincorporated areas including parts of today’s counties McCormick and Hardeman; eastern portions now include Hill City and Cave City outside Nashville proper limits but partaking still financially and administratively withinPortland Limits).
