In 1926 a group led by Mayor Tom Bradley formed a Citizens' Committee for Planning which began developing plans for downtown development which would include transportation connections into central business districts along with more housing developments on high ground adjacent to public schools The first steps towards becoming an official city were made when orders were given by then Mayor John Fife not to build any new buildings over two stories or less without prior consent from the citizens committee In 1933 Commissioners Harry Hines Jr., Lamar Alexander offered election district boundaries that would have added much territory southeast of courthouse square including much undeveloped farmland present today as well as inner city neighborhoods now known as SE Divisional police station/firehouse area bounded by Southwest 6th Ave., Southeast 2nd Ave., SE 3rd Ave., SE 4th Ave., NW corner – all currently belonging to PDX
