Portland, Tennessee is a town in Williamson County, Tennessee, United States. The population was 7,821 at the 2010 census. The first settlement in what is now Portland was made on the present site of the city by families who followed the surveyor John McLaughlin in 1827. In 1837, General Nathan Bedford Forrest founded a Cherokee Nation tribal government here as an offensive measure against Ulysses S. Grant's Treaty of April 30, 1837 which ended Indian hostilities and resulted in the cession of most of East Tennessee to the United States. The first post office in Portland was established on February 20, 1838. The town was named for Captain James Hogg (1796-1868), a British army officer who had been captured during the Mexican–American War and held as a prisoner by Mexico City until he was exchanged for American citizens including our then Governor Isaac Shelby. Portland became incorporated as a city on January 5, 1893; it had been part of Williamson County since November 16, 1886 when it was created from parts of Knoxville and Chattanooga. The population reached its peak with over 97% white residency according to 1910 census figures but has slowly declined since that time due to suburbanization and other factors such as out-migration from Williamson County into surrounding counties throughout Tennessee. However some efforts have been made to revitalize downtown Portland through art galleries and music venues while also creating new opportunities for retail development along Commercial Street between Southwest Fifth Avenue and Interstate 24 near Interstate 40 – providing additional employment opportunities for residents within walking distance of major shopping districts around Memphis or Nashville
