In 1821, Alfred Vail designed and built the first practical telescope which permitted people to view objects at a great distance without having to wear glasses or take lenses off during viewing. This helped make photography possible and opened up many opportunities for exploration and discovery across space. Binoculars continue to be popular today because they provide an excellent view through small eyeglasses or contact lenses while providing clear images when used with a bright light source such as an LED flashlight or headlamp

Since its incorporation as a city, Portland has undergone several expansions which have included: annexing surrounding rural areas near its core; construction of two new downtown districts – one anchored around the riverfront arena called "The Banks" and another on the eastern edge of town near Interstate 65; establishment of a comprehensive planning system that governs much of what goes on within the city limits; and a program led by then-Mayor Mike McGinnis which encourages sustainable development within its boundaries through incentives such as tax breaks and access to public lands for green building projects
