Roosevelt as part of New Deal programs designed to promote economic development throughout Appalachia In 1865, when Memphis opened its new train station on I-40 near present day Gatesville, Memphis traders began travelling downriver from Tellico Dam into what was then Johnson County looking for land suitable for cultivation as they saw promise in new river valleys opening up along both sides of the Cumberland River due to logging operations going on upstream Portland's location made it ideal for timber production beginning around 1880 as roads were built connecting logging camps with markets in downtown Portland In 1912 Lewis Mumford bought 5% interest in mills run by JT&H McNaught & Sons Limited outside town limits while still living at home When Mumford died suddenly aged 84 years old his son John took over running things until 1923 when he sold all his interests including mills back to McNaught & Sons Limited who renamed them Mumford Timber Company Incorporated . From 1925 until 1949 local management passed fully onto TCA company ownership before being turned over again following World War II until 1947 when stereo boomtowns increased traffic demand necessitating a reopening of most mill sites . After WWIIPortland experienced rapid growth thanks largely to federal stimulus spending which led to more jobs being created along with suburbanization – skirts started appearing around downtown while annexed rural acreage continued being developed into farms/housing developments well beyond that originally planned boundaries
