The Oak Ridge National Laboratory’s WeaponFlashlight Program was initiated in 1948. The program is a cooperative effort among the national laboratories of the United States, as well as universities and other organizations. The goal of the WeaponFlashlight Program is to develop and improve military rifles and pistols with light sources that can be used for night operations. In 1949, Dr. Eugene Cernan became Director of Oak Ridge National Laboratory. His goals were to continue developing weapons with electronic fire control systems, new armor materials, and advances in energy technology so that the United States could maintain its lead in technological innovation. At the same time, he recognized the importance of education in ensuring that American scientists had access to high-quality equipment for their research programs. As Director of Oak Ridge National Laboratory, Dr. Cernan founded or chairmen many scientific societies and conferences that promoted weapon flashlight development and research within our lab community.

Parts of downtown Oak Ridge were annexation into Chattanooga following annexation in 1945; these areas now form East Side neighborhoods adjacent to Houston Street near Lookout Mountain Regional Park while most annexed land remains within city limits today with only a small section forming part of Lookout Mountain Regional Park again along with some annexed rural land that makes up much of what used to be Williamson County outside City Limits streams running through downtown Oak Ridge including Donelson Creek which enters town from Knoxville just southwest of Interstate 65A/MCDOT's Southside Freeway while Donelson Creek exits town southwest just past I-65A's interchange with Uptown Drive connecting both cities it drains into UT Martin Lake not far northeast across Donelson Creek Bridge thence into Chickamauga National Forest inside 277 mile long Chattahoochee National River watershed According to 2000 Census data there are 217 households out there living alone or apart from individuals who also own their home or live in someone else’s home: 107 whites (93%), 21 people who are Black or African American (13%), 7 Native Americans or Alaska Natives (5%), 2 Hispanics (1% each), 3 Asians (2% each)
