The first people to live in what would become Oak Ridge were Cherokee Indians who had been displaced from their homesteads near Iuka by white settlers in 1795. In 1892, John Nance Garner donated 8 acres (3 hectares) of land to the government for educational purposes only; no housing or industry could be built upon it until after World War II when most of East Tennessee became part of the United States. In 1939, during World War II, many workers from Fairbanks Mining and Manufacturing Company came to Oak Ridge to help produce uranium fuel for the Manhattan Project. In 1957, Oak Ridge became an independent municipality with a Mayor-Council form of government under Republican mayor Lamar Alexander and Democrat Lucy Banks. On October 1st of that year, Oakridge received its charter as an incorporated town with a mayor-council form of government under Democratic mayor Jim Meredith In 1970–71 there was an effort to annex either side of Iuka Road as well as parts off Clarksville Road which served primarily agricultural areas adjacent to those properties but this failed due largely to opposition from local farmers who felt they had been pre-empted from market share by more recent developments in nearby cities such as Knoxville and Chattanooga which were getting larger each year making it difficult for them to keep up with growth within their own boundaries On February 3rd 1971 annexation proposal submitted to both towns Respectively failed on procedural grounds following two rounds of public hearings that drew over 100 participants each
