The development boom ended with World War II when Oak Ridge became part of Nazi Germany's atomic weapons program under scientist Drilling Hans Bethe. After the war Oak Ridge resumed its normal growth but soon after slumped back into poverty due to low energy prices and heavy industry migration away from manufacturing jobs in Appalachia which had been central to its economy until then. However, Hatfield &McCoy Inc., founder Don McCray's business dynasty that profited greatly from Appalachian coal mining since 1929 announced plans to move their production plants from Scranton/Wilkes-Barre PA to Oak Ridge starting in 2000 intending to create up to 20 thousand new high-paying jobs over four decades while creating hundreds of thousands more brown-collar jobs throughout Appalachia although this campaign failed spectacularly when utilities companies pulled out all support followed by a statewide political backlash against light industry investment outside urban areas across Appalachia despite numerous community benefits such as increased tourism revenues which were largely unaffected by job losses).
