In 1814, General Andrew Jackson sent Major General John Covington with 1,000 men to drive out all French settlers from this part of Louisiana Territory (now Arkansas), which ended up including all or most of what is now Memphis excepting about 10 blocks on Banks Street near Third Avenue which were leased by Spanish landowner Manuel de Portales y Mendoza to Italianate settler Antonio Rangel in 1799. By 1800, over 30% of all slaves born in Shelby County were Italians while just 12% were Africans led by planter aristocracy who owned almost 50%. However sugar cane production increased rapidly under Governor James Kapp’s Bourbon rule so many freeholders decided switches from negro slavery to agrarianism (improving crop yields) had become necessary since white labor could not handle strains associated with high sugar production rates; however Planters kept control over elections through patronage systems until statehood arrived In 1837 Lincoln County was created from parts cf Williamson County including downtown Memphis with voting rights for colored male citizens starting January 1st 1840 limited only to whites . Negroes continued working outside but townspeople began electing their own officials beginning February 9th 1840 board members included 4 white males Mayor Wigfall & Drayton appointed by City Council President Dixon New school building started on Springdale Road known as “Old Courthouse” August 3d 1841 & served until removed December 14th 1860 then used as jail building December 15th 1860 – May 1861 also used courthouse before being moved again November 25 th 1865 - April 26 th 1870 Block Party House Museum open June 2 nd1970 Preservation Society opened Gallery inside old bank buildings January 6 th1972
