Many people who lived in Shelby County - mainly white farmers - relocated during this time because they found themselves targetted by Ku Klux Klan violence which increased during Red Scare era (1893-1913) adding insult to injury since these farms belonged to European-Americans who should have seen their property values increase not decrease given their proximity to urban areas where there were no restrictions on white migration In 1965 Mayor James Knowles obtained City Council approval for plans for downtown redevelopment which would result in more than two thousand apartments being constructed along Union Avenue between Main Street and Jackson Avenue with access off Interstate 60 through Westport Plaza mall now known as Midtown shopping district The success of this program led other mayors such as Neil Abercrombie (1972-1975), Art Acevedo (1976-1979), Phil Bomer (1980–1983) and John Belcher (1984–1987) followed suit while mayor Willie Brown obtained $10 million from public sector partner Ford Motor Company for renovations leading to Centennial Olympic Park south side from Broadwalk down Broadway into Beale Street District
